AIAA Aerodynamic Decelerator Systems
Technical Committee

The meeting was called to order at 8:00 a.m. by Chairman Dean Jorgensen.
Elsa Hennings was appointed secretary pro tem. Greg Moore from USBI and
Dave Hailey (Chris' husband) were welcomed. A list of attendees is
contained in Appendix A.
Minutes of the 25 September 1996 TC Meeting
The minutes of the 25 September meeting were accepted as presented.
Treasurer's Report
Treasurer Chris Carlson presented the account transactions since the last
meeting. Another set of Lingard notes were sold, bringing the total to 5
sets sold. Chris reminded everyone that he would be stepping down as
treasurer in June and that we need to elect someone else. We will also
need a new account, with a tax ID no. and preferably non-profit status.
Vance Behr said he would investigate other Technical Committees to see how
their accounts are set up. Bob Underwood was elected treasurer later in
the meeting.
Old Business
Renaming the ADS Award
Don Waye reported that of the ADS Technical Committee members, 25 voted
yes, none voted no, and there was 1 that did not respond. Based on the
overwhelming approval of the name change, a memo requesting the name be
changed to the Theodor W. Knacke Aerodynamic Decelerator Systems Award was
written by Don Waye on Dean Jorgensen's letterhead and addressed to Susan
Dyer, the Honors and Awards Liaison for AIAA, with copies sent to the
Technical Specialty Group Manager/Director, Technical Activities Committee,
Honors and Awards Committee, and Board of Directors. The TC committee
voted to proceed with the process and send the letter. Bob Underwood
suggested attaching a paragraph to the letter listing Theo's
accomplishments to help speed the process so that it will be finished by
the June conference.
McGraw Hill 1998 Science & Technology Article
Jean Potvin has submitted the article to McGraw Hill in time for the 1998
yearbook.
TC Membership Nominations
Terms of the TC members were reviewed. It was agreed that international
members have perpetual membership (or as long as they desire) due to the
cost and effort to attend meetings. Don Waye announced that he will be
transferring from the parachute group at Sandia to a production group. He
will maintain his involvement through the June conference and then step
down from the committee. Dean Wolfe from Sandia has agreed to replace Don
on the committee. It was agreed that we need more representation from
academia on the committee. Dean will talk with Hiroshi Higuchi. Mo
Gionfriddo will scout out textiles people from PIA. Richard Benney agreed
to look at recruiting textiles people also. Greg Moore suggested getting
representation from USBI. Dean needs to send the membership roster to AIAA
by mid-February.
Team Reports
ADS TC Newsletter
Dave Hailey, a technical writing professor at USU, gave an overview on how
his students can help us design and produce a newsletter, which will be
sent to PIA and AIAA members that have checked Decelerators on their
membership interest blocks, as well as government and industry program
manager/decision makers. USU has been highly rated by the Society of
Technical Communicators due to their high degree of practical work. Mr.
Hailey had student teams design and layout sample newsletters which were
reviewed by the TC. He needed input as to a title, length of newsletter
and frequency of publication. Mr. Hailey recommended a 16 page, once a
year publication. He will also check to see of the USU press is an option
for our publication. He also recommended having a grad student as the
managing editor, with undergraduate students being copy editors. Mo
suggested having a student reporter attend the June conference to do
interviews and obtain graphics. It was decided to wait until after the
first issue and then make the decision on whether to send a student to the
following conference.

Chris Hailey will try to put those articles with a * together for the first
newsletter. She will be team leader, with the team consisting of Dean
Jorgensen, Chris Carlson, Ed Fallon, Steve Lingard, Richard Benney, and Don
Waye.
To ensure that the newsletter is ready to be handed out at the June
conference, article drafts need to be to Chris Hailey by 10 February and
consist of 600 - 1000 words, preferably with a picture. Ed Fallon will be
circulation editor and put together the first mailing list with input from
Karl Doherr, who has the original ADS mailing list, and Dean Jorgensen, who
will get the AIAA electronic mailing list. The newsletter team will decide
on a rate schedule for sponsorships.
Specs and Standards
Don Waye stated that their hadn't been much progress in this area. Mo
stated that PIA has committed to taking on the Specs task. The specs will
be available from the PIA web site for $25 for an electronic copy or $35
for a hard copy. The first 12 specs should be ready within 30 days. The
next 25 should be ready in 6 months. A minimum of 275 specs will be
converted within a 2 year period. They aren't currently ANSI certified but
that process will be undertaken. They do not need to be ANSI certified to
be specified by the government, however. The specs are being converted
editorially, without the substance of the spec being changed. Embedded
specs have been addressed by a disclaimer stating that if a spec has been
canceled see your contracting officer. The consensus of the TC is that we
support PIA in performing this task.
Dean Jorgensen mentioned that the parachute drawing spec (SO-17) will be
coming up for renewal. Elsa Hennings was appointed team leader of a
drawing standards team. Team members are Greg Moore, Andy Mawn, and Al
Witkowski. This team will review SO-17 and recommend updates if necessary.
ADS Database
Mo Gionfriddo contacted the AIAA library. They have turned over all their
hard copy material to the Linda Hall Library in Kansas City, MO. This
library is a privately funded public library with 40,000 scientific titles.
If we provide documents, they will catalog, cross check, bibliograph and
convert to electronic format. Hard copies will be available for $11.50
(first 50 pages). Bibliographies will be available on the web. Mo will
check to see if they can copy and return documents, since China Lake wishes
to retain hard copies of the Knacke library that it purchased.
Home Page
Richard Benney stated that he will be putting in the keyword list to our
coverpage. He also needs some member's bio information. He would like to
get more images for the image file also. Vance Behr said he will check to
see of Sandia can "splash up" our page. Dean would like to be able to
demonstrate our web site at the conference on a laptop.
Heinrich Short Course
It was decided to put the short course survey form on the web site and also
in the newsletter. It doesn't look like we have time to get the forms back
and the class running in the summer of 1998, since the people planning the
class are also the people planning the June '97 conference. Richard Benney
agreed to put the form on the web site when he gets a copy. He also
mentioned that Natick has an E-mail directory and distribution list
available, and now that AIAA has a server that they are willing to let the
TC's put lists on, this may be another way to send out the survey.
14th ADS Conference and Seminar
Steve Lingard mentioned that since the conference proceedings can be either
on a CD or bound, the price hasn't been set yet. Also, the seminar cost is
in addition to the conference cost. As a note to the session chairs, he
mentioned that if a presenter is late, their presentation needs to be moved
to an empty slot later in the conference; do not move the other
presentations in the session up to fill the gap. People in the parallel
session may want to see a presentation in your session at the time it is
listed. There will be a post-conference meeting after the last Thursday
session. The NTSC (1/2 inch VHS) videotape player format will be the only
format available at the conference. Conversion (at speaker expense) to
this format may be available (Steve is checking on this). Greg Moore will
bring his computer projector, if his is delivered from the supplier on
time. If not, Steve will lug his here. Toulouse, France has been chosen
as the next conference site in 1999, so Jean-Francois Vergnolle will bring
his promo video to the conference. We are still looking for a sponsor for
the Monday night reception. Let Steve know!
Outreach
PIA
Mo Gionfriddo mentioned the parachute manufacturing seminar given at
Clemson University. A paper will be given at the PIA conference in
February on "Selling to the Government." The Undersecretary of Defense -
Logistics Office (Cathcart) expressed an interest in setting up a program
to upgrade the parachute industry. Steve mentioned that the Department of
Commerce usually does this and we must be careful not to tread on toes. On
5 and 6 Feb, PIA industry and government representatives will meet to
decide on a response to this issue, and then meet with the Logistics Office
official on Saturday, 8 Feb.
Their followed a brief discussion on the relationship between PIA, the TC,
and NPTC. There seems to be some reluctance on PIA's part to come to the
AIAA conferences. We need to try to build bridges with them.
New Business
AIAA Technology Issues Survey
We listed some important issues we see in our future, which are Autonomous
Controlled Flight, and computer modeling. In response to the question of
what journals we feel AIAA should provide, it was decided that we would
rather publish our own journals than have AIAA do it.
AIAA Congressional Visits Day
A congressional visits day will be sponsored on 12 March in Washington by
the Public Policy committee and the TC's for AIAA members to visit
congressmen and important committee members in groups of 3 people. It was
decided that NPTC would probably be the right group to consider going.
This issue will be brought up at the NPTC meeting tomorrow.
Other Business
Vance Behr discussed his TC chair training. He will be writing a white
paper on his vision of the TC's direction and have it available to review
at the conference. He would like to increase the size of our TC to
eliminate the need for members to work on multiple teams. He also
mentioned that we should consider meeting every 2-3 years in conjunction
with the AIAA general meeting in Reno, NV for networking with potential
customers.
Site and Date of Next Meeting
It was decided that the next meeting will be 1 June at 11:00 a.m. prior to
the conference. This allows us time in the afternoon to set up for the
conference. There was some confusion as to when we would be able to
reserve rooms for the conference. Steve said he would clear it up and let
us know.
